The earlier legislation dealing with the returns to be made

to the Custodian of Enemy Property is contained in section 5 of

Ordinance No. 22 of 1915, and section 6 of Ordinance No. 28 of

1915.

In my opinion this is an Ordinance to which His Excellency

the Governor may properly assent in the name of His Majesty and

on His behalf.
